A legislative proposal to change statutory law or the California
Constitution, submitted directly by members of the public rather
than by the Legislature, and requiring voter approval at a
statewide election. To qualify for a statewide ballot, a statutory
initiative must receive signatures equal to 5 percent, and a
constitutional amendment initiative must receive signatures equal
to 8 percent, of the votes for all candidates for Governor at the
last gubernatorial election.
