Richard L. Mafrica is a deputy legislative counsel. He joined the office in 2013.

Mr. Mafrica is assigned to the Opinion Branch, which develops and presents, either in written or oral form, the formal legal opinions of the Office of Legislative Counsel.

Mr. Mafrica was previously assigned to a branch of the office that handles laws relating to courts, criminal law, estates and trusts, family law, gaming, health and care facilities, health care service plans, health insurance, insurance, juveniles, Medi-Cal, military and veterans, prevailing wage, public health, public social services, vehicles, and workers’ compensation.

Prior to joining the office, Mr. Mafrica worked as an intern for the Office of Legislative Counsel, and as an honors instructor for California Western’s first year legal writing program.  He also interned with North County Lifeline as a mediator in small claims court, and as a mediator at the Girls’ Reform School and Juvenile Hall facility in Kearny Mesa. He also interned with the Deputy Mayor of Chula Vista, in his capacity as a member of the Borders Committee of SANDAG, a regional governmental organization in San Diego County.  Prior to attending law school, he worked in marketing for Cleary Gottlieb Steen and Hamilton LLP in New York City.

Mr. Mafrica received his J.D. from California Western School of Law, graduating magna cum laude, in April 2013. While attending California Western School of Law, he served as Executive Editor of the California Western Law Review.  He earned his undergraduate degree from New York University, a Bachelor of Arts in Politics, graduating magna cum laude in January 2008.

Mr. Mafrica is a member of the California State Bar.
