Judy Mao is a Deputy Legislative Counsel. She joined the office in 2020.

Ms. Mao is assigned to a branch of the office that handles laws relating to air resources, elementary and secondary education, fish and wildlife, food and agriculture, harbors and navigation, hazardous materials, postsecondary education, public resources, public safety, public utilities, solid waste, streets and highways, transportation, and water.

Before joining the office, Ms. Mao worked as a Deputy Attorney General at the California Department of Justice, Office of the Attorney General, and as an attorney fellow at the Law Foundation of Silicon Valley. She also worked as a judicial extern at the U.S. District Court for the Northern District of California.

Ms. Mao received her LL.M. from the University of California, Berkeley, School of Law, where she was an articles editor for the Asian American Law Journal. She earned her B.A. in Jurisprudence (Law) from the University of Oxford.

Ms. Mao is a member of the California State Bar.
