Annakarina De La Torre-Fennell is a Deputy Legislative Counsel. She joined the office in 2020.

Ms. De La Torre-Fennell is assigned to a branch of the office that handles laws relating to courts, criminal law, estates and trusts, family law, gaming, health and care facilities, health care service plans, health insurance, insurance, juveniles, Medi-Cal, military and veterans, prevailing wage, public health, public social services, vehicles, and workers’ compensation.

Before joining the office, Ms. De La Torre-Fennell worked as a Deputy Attorney General for the California Attorney General’s Office, representing the state in federal and state civil rights actions. Prior to that, Ms. De La Torre-Fennell served as the law clerk to the Honorable Janet J. Berry and Elliott A. Sattler for the Second Judicial District for the State of Nevada.

Ms. De La Torre-Fennell received her J.D. from the University of the Pacific, McGeorge School of Law, where she graduated with great distinction and was awarded membership in the Order of the Coif. She earned her B.A. from the University of Southern California, majoring in theatre.

Ms. De La Torre-Fennell is a member of the California, Idaho, and Nevada State Bar.
