Elaine Won is a Deputy Legislative Counsel. She joined the office in 2019.

Ms. Won is assigned to the Opinion Branch, which develops and presents, either in written or oral form, the formal legal opinions of the Office of Legislative Counsel.

Prior to joining the office, Ms. Won was in private practice. 

Ms. Won received her J.D. from the University of California, Davis, King Hall School of Law, where she was a Notes and Comments Editor for the UC Davis Law Review. She earned her undergraduate degree in English with honors from the University of California, Irvine. She was also a Sacramento County Bar Association Diversity Law Fellow. 

Ms. Won is a member of the California State Bar.
