Elaine Won is a Deputy Legislative Counsel. She joined the office in 2019.

Ms. Won is assigned to a branch of the office that handles laws relating to alcoholic beverage control, business, civil law, financial institutions, healing arts, housing and community development, land use, local government, private employment, professions and vocations, public contracts, public employment, retirement, state government, taxation and unemployment insurance.

Prior to joining the office, Ms. Won was a litigation and municipal law associate in private practice. She also served as an extern at the Office of Legislative Counsel, at the Office of the Attorney General, Employment and Administrative Mandate Division, and in private practice.

Ms. Won received her J.D. from the University of California, Davis, King Hall School of Law, where she was a Senior Notes and Comments Editor for the UC Davis Law Review. She earned her undergraduate degree in English with honors from the University of California, Irvine.

Ms. Won is a member of the California State Bar.
