JudyAnne McGinley is a Deputy Legislative Counsel. She joined the office in 1997 and returned in 2024.
Ms. McGinley is assigned to a branch of the office that handles laws relating to alcoholic beverage control, business, civil law, financial institutions, healing arts, housing and community development, land use, local government, private employment, professions and vocations, public contracts, public employment, retirement, state government, taxation, and unemployment insurance.
Ms. McGinley represented the office and lectured in the Country of Georgia in 2018 as part of the Professional Fellows Program administered by the nonprofit American Councils for International Education organization, which is funded by the U.S. Department of State.
Prior to joining the office, Ms. McGinley worked as an associate attorney at a private law firm, focusing on oil and gas law. Prior to that, she served as a law clerk to the Honorable William B. Shubb of the United States District Court, Eastern District of California.
Ms. McGinley received her J.D. from the University of California, Davis, King Hall School of Law, where she was awarded Order of the Coif and served as an Editor for the U.C. Davis Law Review. She earned her undergraduate degree in sociology from Pepperdine University, where she graduated summa cum laude.
Ms. McGinley is a member of the California State Bar.
