Jeanette Barnard is a Deputy Legislative Counsel.  She first joined the office in 2014.

Ms. Barnard is assigned to a branch of the office that handles laws relating to air resources, elementary and secondary education, fish and wildlife, food and agriculture, harbors and navigation, hazardous materials, postsecondary education, public resources, public safety, public utilities, solid waste, streets and highways, transportation, and water. 

From 2022 until rejoining the office in early 2026, Ms. Barnard served as counsel for the Department of Resources Recycling and Recovery. Prior to first joining the office in 2014, Ms. Barnard worked as a legal intern for the San Francisco Superior Court, the San Francisco City Attorney’s office, the San Francisco Board of Supervisors, the California State Assembly, and the Office of Legislative Counsel.

Ms. Barnard received her J.D. from the University of California, College of the Law, San Francisco, with a concentration in government law. While there, she received the Outstanding Achievement in Pro Bono Award and was a lead editor of the Women’s Law Journal. She earned her undergraduate degree from the University of California, Santa Barbara, majoring in English and philosophy.

Ms. Barnard is a member of the California State Bar.
