Abby Maurer is a Deputy Legislative Counsel. She joined the office in 2012 and returned in 2024.

Ms. Maurer is assigned to a branch of the office that handles laws relating to courts, criminal law, estates and trusts, family law, gaming, health and care facilities, health care service plans, health insurance, insurance, juveniles, Medi-Cal, military and veterans, prevailing wage, public health, public social services, vehicles, and workers’ compensation.

Prior to joining the office, Ms. Maurer worked as a judicial extern for the Honorable Stuart R. Pollak, Associate Justice for the California Court of Appeal, First District, worked as an extern with the Office of Legislative Counsel, and worked as a legal research assistant with the Sacramento County Office of the Public Defender.

Ms. Maurer received her J.D. from the University of the Pacific, McGeorge School of Law where she graduated with distinction and is a member of the Order of the Coif. While at McGeorge School of Law, she was a member of the McGeorge Law Review. She earned her undergraduate degree in political science from the University of California, Berkeley.

Ms. Maurer is a member of the California State Bar.
