Clare Henry is a Deputy Legislative Counsel. They joined the office in 2024.

Mx. Henry is assigned to a branch of the office that handles laws relating to air resources, elementary and secondary education, fish and wildlife, food and agriculture, harbors and navigation, hazardous materials, postsecondary education, public resources, public safety, public utilities, solid waste, streets and highways, transportation, and water.

Prior to joining the office, Mx. Henry was an intern at the Office of Legislative Counsel. They also completed an internship in the Washington State Legislative Internship Program.

Mx. Henry received a J.D. from the University of San Francisco, School of Law, where they were a member of the McAuliffe Honor Society and earned CALI Awards for academic achievement in civil procedure, constitutional law, contracts, criminal procedure, environmental law, and other subjects. They earned an undergraduate degree in health sciences: public health from Northern Arizona University, where they graduated summa cum laude.

Mx. Henry is a member of the California State Bar.
