Brooke Hill is a Deputy Legislative Counsel. She joined the office in 2023.

Ms. Hill is assigned to a branch of the office that handles laws relating to alcoholic beverage control, business, civil law, financial institutions, healing arts, housing and community development, land use, local government, private employment, professions and vocations, public contracts, public employment, retirement, state government, taxation, and unemployment insurance.

Prior to joining the office, Ms. Hill was an intern for the Office of Legislative Counsel. She was a judicial extern for Chief United States Magistrate Judge Kendall J. Newman of the United States District Court, Eastern District of California. Ms. Hill also served as a legal extern at the California Department of Transportation and public information intern for the Governor’s Office of Emergency Services. 

Ms. Hill received her J.D. from the University of the Pacific, McGeorge School of Law. She was a member of the Traynor Honor Society and was awarded the CALI Excellence for the Future Award in Business Associations. She earned her undergraduate degree in political science, with a minor in professional writing and German, from the University of California, Davis.  

Ms. Hill is a member of the California State Bar.
