Lydia Chen is a Deputy Legislative Counsel. She joined the office in 2023.

Ms. Chen is assigned to a branch of the office that handles laws relating to alcoholic beverage control, business, civil law, financial institutions, healing arts, housing and community development, land use, local government, private employment, professions and vocations, public contracts, public employment, retirement, state government, taxation, and unemployment insurance.

Prior to joining the office, Ms. Chen was an intern for the Office of Legislative Counsel. She also worked as a judicial extern for Judge Ronald H. Sargis of the United States Bankruptcy Court, Eastern District of California, and for Judges Helena R. Gweon and Laurie M. Earl of the Superior Court of California, Sacramento County.

Ms. Chen received her J.D. from the University of California, Davis School of Law. Ms. Chen was a Senior Notes and Comments Editor from 2022-2023 for the UC Davis Law Review, Vol. 55-56, and a Staff Editor from 2020-2021 for the Environs Law & Policy Journal. She earned her undergraduate degree in cognitive science, with a minor in history, from the University of California, Santa Cruz, where she graduated cum laude.

Ms. Chen is a member of the California State Bar.
