Brian Flemmer is a Deputy Legislative Counsel. He joined the office in 2022.

Mr. Flemmer is assigned to a branch of the office that handles laws relating to air resources, elementary and secondary education, fish and wildlife, food and agriculture, harbors and navigation, hazardous materials, postsecondary education, public resources, public safety, public utilities, solid waste, streets and highways, transportation, and water. 

Prior to joining the office, Mr. Flemmer was the Staff Director of the Senate Committee on Insurance, after working previously as consultant to the committee and as Legislative Aide to a Senator. Mr. Flemmer also served as a Judge Advocate in the Legal Support Command of the California State Guard. He interned for the Sacramento County District Attorney’s Office.  

Mr. Flemmer received his J.D. from the University of the Pacific, McGeorge School of Law, where he graduated with distinction. He was awarded membership in the Order of the Coif and the Traynor Honor Society. Mr. Flemmer also received a Capital Certificate in Public Law and Policy with an emphasis in tax law and policy as well as a Witkin Award for Legislation and Statutory Interpretation. He has a bachelor’s degree in government and psychology from the University of Redlands.

Mr. Flemmer is a member of the California State Bar.
