Yooli O’Brien is a Deputy Legislative Counsel. She first joined the office in 2011.
Ms. O’Brien is assigned to a branch of the office that handles laws relating to courts, criminal law, estates and trusts, family law, gaming, health and care facilities, health care service plans, health insurance, insurance, juveniles, Medi-Cal, military and veterans, prevailing wage, public health, public social services, vehicles, and workers’ compensation.
From 2019 until rejoining the office in early 2023, Ms. O’Brien worked in private practice. Before first becoming a Deputy Legislative Counsel, she interned at the Office of Legislative Counsel and worked as a law clerk for Legal Services of Northern California.
Ms. O’Brien received her J.D. from the University of California, Davis, King Hall School of Law where she was the Senior Editor of the Environs Environmental Law and Policy Journal. She earned her undergraduate degree in government from Claremont McKenna College.
Ms. O’Brien is a member of the California State Bar.
