Andrew Doan is a Deputy Legislative Counsel. He joined the office in 2022.

Mr. Doan is assigned to a branch of the office that handles laws relating to alcoholic beverage control, business, civil law, financial institutions, healing arts, housing and community development, land use, local government, private employment, professions and vocations, public contracts, public employment, retirement, state government, taxation, and unemployment insurance.

Before joining the office, Mr. Doan served as an associate attorney for a private law firm, where he advised public agencies on legal matters relating to organic waste collection, parcel taxes, open meeting laws, elections, cannabis, and other subjects. 

Mr. Doan received his J.D. from the University of California, Davis and his undergraduate degree in economics from the University of Southern California.

Mr. Doan is a member of the California State Bar.
