Thomas Gerhart is a Deputy Legislative Counsel. He joined the office in 2022.
Mr. Gerhart is assigned to a branch of the office that handles laws relating to courts, criminal law, estates and trusts, family law, gaming, health and care facilities, health care service plans, health insurance, insurance, juveniles, Medi-Cal, military and veterans, prevailing wage, public health, public social services, vehicles, and workers’ compensation.
Prior to joining the office, Mr. Gerhart’s experience included completing a legal internship at the Office of Legislative Counsel and working as an analyst, program specialist, and manager for several state agencies, including the Department of Public Health, Correctional Health Care Services, and the High-Speed Rail Authority.
Mr. Gerhart received his Juris Doctor degree from the University of the Pacific, McGeorge School of Law, where he served as Editor-in-Chief of the University of the Pacific Law Review, graduated with great distinction, and was awarded Order of the Coif. He has a master’s degree in teaching from National University and a Bachelor of Arts in medieval and early modern studies from the University of California, Davis.
Mr. Gerhart is a member of the California State Bar.
