Monica Willey

Monica Willey is a Deputy Legislative Counsel. She joined the office in 2022. 

Ms. Willey is assigned to a branch of the office that handles laws relating to air resources, elementary and secondary education, fish and wildlife, food and agriculture, harbors and navigation, hazardous materials, postsecondary education, public resources, public safety, public utilities, solid waste, streets and highways, transportation, and water.

Before joining the office, Ms. Willey worked in private practice as an associate attorney specializing in family law and criminal defense. Prior to this, she volunteered as an Alternate Public Defender for the Solano County Public Defender’s Office in Vallejo and Fairfield, following an internship with the office as a post-bar certified law student. Before law school, she worked for several years as a middle school math and science teacher.

Ms. Willey received her Juris Doctor degree from Santa Clara University School of Law, with a certificate in Public Interest and Social Justice. She earned a Multiple Subject Teaching Credential from National University in San Jose. Ms. Willey received a Bachelor of Arts in politics from the University of San Francisco.

Ms. Willey is a member of the California State Bar.
