Robert Roth, who joined the office in 2008, is a supervisor in a branch of the office that handles laws relating to air resources, elementary and secondary education, fish and wildlife, food and agriculture, harbors and navigation, hazardous materials, postsecondary education, public resources, public safety, public utilities, solid waste, streets and highways, transportation, and water.

Mr. Roth previously supervised in a branch of the office that handles laws relating to courts, criminal law, estates and trusts, family law, gaming, health and care facilities, health care service plans, health insurance, insurance, juveniles, Medi-Cal, military and veterans, prevailing wage, public health, public social services, vehicles, and workers’ compensation. 

As a deputy, Mr. Roth primarily worked in the Legislative Services Branch, which is responsible for advising the Members and legislative staff on legislature procedure, appropriations and the state budget, the Political Reform Act of 1974, election law, litigation, personnel issues, and other legislative matters, and for drafting contracts and leases. He has also worked in the areas of housing and community development, local government, and state government.

Prior to joining the office, Mr. Roth interned with the California Attorney General’s Office in the Public Rights Division and with the private law firm, Olson, Hagel and Fishburn, LLP.

Mr. Roth received his J.D. from the University of the Pacific, McGeorge School of Law. He earned a B.A. degree in Political Science from the University of California, Davis.

Mr. Roth is a member of the California State Bar.
