Lisa Plummer is a deputy legislative counsel. She joined the office in 2001.

Ms. Plummer is assigned to a branch in the office that handles laws relating to courts, criminal law, estates and trusts, family law, gaming, health and care facilities, health care service plans, health insurance, insurance, juveniles, Medi-Cal, military and veterans, prevailing wage, public health, public social services, vehicles, and workers’ compensation.

She previously worked in the areas of business, financial institutions, streets and highways, transportation, state and local government, taxation, employment and retirement, civil and business law, professions and vocations, and public contracts.  

Ms. Plummer received her J.D. from the University of the Pacific, McGeorge School of Law, graduating with distinction. While at McGeorge, Ms. Plummer was editor-in-chief and a writer for “The California Initiative Review,” a governmental affairs publication. She received her undergraduate degree from St. Mary's College of California, where she graduated magna cum laude.

Ms. Plummer is a member of the California State Bar.
