Kirk Louie, who joined the office in 1988, manages a branch of the office that handles laws relating to alcoholic beverage control, business, civil law, financial institutions, healing arts, housing and community development, land use, local government, private employment, professions and vocations, public contracts, public employment, retirement, state government, taxation and unemployment insurance.

He previously was a manager of a division of the office that handled laws relating to alcoholic beverage control, health and care facilities, housing and community development, land use, Medi-Cal, military and veterans, public contracts, public health, public social services, state and local government, taxation, unemployment insurance, and workers' compensation.

Prior to joining the office, Mr. Louie served as Assistant Legal Affairs Secretary to the Governor of the State of California. He also was an associate with the law firm of Hefner, Stark and Marois, LLP in Sacramento.

Mr. Louie received his J.D. from the University of California, Berkeley, Boalt Hall. He also received his undergraduate degree from the University of California, Berkeley.

Mr. Louie is a member of the California State Bar.
