Hanspeter Walter is deputy legislative counsel. He joined the office in 2019.

Mr. Walter is assigned to a branch of the office that handles laws relating to air resources, elementary and secondary education, fish and wildlife, food and agriculture, harbors and navigation, hazardous materials, postsecondary education, public resources, public safety, public utilities, solid waste, streets and highways, transportation, and water. His practice is focused primarily on water, public resources, fish and wildlife, and food and agriculture.

Prior to joining the office, Mr. Walter was an attorney at Kronick Moskovitz Tiedemann and Girard for over twelve years, working on transactional and litigation matters in water, environmental, natural resources, and cannabis law, among others.  Before practicing law, he was an environmental scientist at the California Department of Water Resources for over five years and also worked for the Idaho Department of Fish and Game. 

Mr. Walter received his J.D. from the University of the Pacific, McGeorge School of Law, where he graduated as valedictorian of the evening division and a member of the Order of the Coif. He also earned an M.S. in wildlife resources from the University of Idaho and a B.S. in forestry with an entomology minor from U.C. Berkeley.  Mr. Walter has published numerous articles in scientific journals and legal publications and has also served as an adjunct professor at the McGeorge School of Law.

Mr. Walter is a member of the California State Bar.
