Benjamin Herzberger is a Deputy Legislative Counsel. He joined the office in 2019.

Mr. Herzberger is assigned to the Legislative Services Branch. This branch is responsible for advising the Members and legislative staff on legislative procedure, appropriations and the state budget, the Political Reform Act of 1974, election law, litigation, personnel issues, and other legislative matters, and for drafting contracts and leases.

Prior to joining the office, he worked in private practice, where he focused on Native American law, personal injury defense, and other litigation matters. Prior to that, he clerked for U.S. District Court Judge Troy L. Nunley. 

Mr. Herzberger received his J.D. from the University of California, Davis, School of Law. He received his bachelor's in Philosophy from Cornell University and a master's in the Humanities from the University of Chicago. 

Mr. Herzberger is a member of the California State Bar.
