Benjamin Herzberger is a deputy legislative counsel.  He joined the office in 2019.

Mr. Herzberger is assigned to the Legislative Services Branch. This branch is responsible for advising the Members and legislative staff on legislative procedure, appropriations and the state budget, the Political Reform Act of 1974, election law, litigation, personnel issues, and other legislative matters, and for drafting contracts and leases.

Prior to joining the office, he worked at Fredericks Peebles and Morgan LLP, where he practiced Native American law, and Jacobson Markham LLP, where he focused on personal injury defense and other litigation matters.  Prior to that, he clerked for U.S. District Court Judge Troy L. Nunley. 

Mr. Herzberger received his J.D. from the University of California, Davis, School of Law.  He received his B.A. in Philosophy from Cornell University and an M.A. in the Humanities from the University of Chicago. 

Mr. Herzberger is a member of the California State Bar.
