Andres Ramos is a deputy legislative counsel.  He joined the office in 2019.

Mr. Ramos is assigned to a branch of the office that handles laws relating to courts, criminal law, estates and trusts, family law, gaming, health and care facilities, health care service plans, health insurance, insurance, juveniles, Medi-Cal, military and veterans, prevailing wage, public health, public social services, vehicles, and workers’ compensation.

Prior to joining the office, Mr. Ramos worked as a law clerk at Public Advocates in Sacramento, where he worked on state policy related to housing, transportation, and local government.  During law school, he worked in the California State Assembly as part of UC Hastings’ Legislation Clinic, as a Peggy Browning Fellow with the American Federation of State, County, and Municipal Employees (AFSCME) in Washington, D.C., and as an intern in the Antitrust Law Section at the California Department of Justice in San Francisco. 

Mr. Ramos received his J.D. from the University of California, Hastings College of the Law, where he graduated cum laude and received the Witkin Award for Academic Excellence in Criminal Law.  He earned his undergraduate degree in Economics from California State University, Sacramento.

Mr. Ramos is a member of the California State Bar.
