Elaine Won is a deputy legislative counsel.  She joined the office in 2019.

Ms. Won is assigned to a branch of the office that handles laws relating to air resources, elementary and secondary education, fish and wildlife, food and agriculture, harbors and navigation, hazardous materials, postsecondary education, public resources, public utilities, solid waste, streets and highways, transportation, and water.

Prior to joining the office, Ms. Won worked as an associate attorney at Churchwell White, where she practiced litigation and municipal and political law.  Prior to that, she served as an extern at the Office of Legislative Counsel, Office of the Attorney General -Employment and Administrative Mandate Division, and Palmer Kazanjian Wohl Hodson.  She was also a Sacramento County Bar Association Diversity Fellow.

Ms. received her J.D. from the University of California, Davis, King Hall School of Law, where she was a Senior Notes and Comments Editor for the UC Davis Law Review.  She earned her undergraduate degree in English from the University of California Irvine.

Ms. Won is a member of the California State Bar.
