Jennifer Klein Baldwin is a deputy legislative counsel.  She first joined the office in 2005 and returned in 2011.

Ms. Baldwin is assigned to a branch of the office that handles laws relating to air resources, elementary and secondary education, fish and wildlife, food and agriculture, harbors and navigation, hazardous materials, postsecondary education, public resources, public safety, public utilities, solid waste, streets and highways, transportation, and water.  Her practice is focused primarily on air resources.

Prior to joining the office, Ms. Baldwin worked as a law clerk for the U.S. Department of Justice, Environmental Defense Section, in Washington, D.C.  From March 2009 through May 2011, Ms. Baldwin was a consultant with the Assembly Committee on Local Government.

Ms. Baldwin received her J.D. from the University of California, Davis, King Hall School of Law.  She earned a graduate degree in journalism from Stanford University and earned her undergraduate degree from Swarthmore College where she studied political science and Spanish, concentrating in Latin American studies.

Ms. Baldwin is a member of the California State Bar.
