Aaron Silva is the chief deputy of the Legal Division. Mr. Silva joined the office in 2005.
Prior to becoming the chief deputy, Mr. Silva was a supervisor in the Legislative Services Branch. This branch is responsible for advising the Members and legislative staff on legislative procedure, appropriations and the state budget, the Political Reform Act of 1974, election law, litigation, personnel issues, and other legislative matters, and for drafting contracts and leases.
Prior to joining the office, Mr. Silva worked as a staff attorney at the United States District Court for the Central District of California, handling matters related to federal habeas corpus petitions, immigration, and civil rights. He has also served as a law clerk to United States District Judge Howard McKibben in the District of Nevada and to United States Magistrate Judge Ralph Zarefsky in the Central District of California. In addition, he previously worked as a law clerk in the United States Attorney's Office for the Northern District of California and served as a judicial extern to United States Circuit Judge Melvin Brunetti of the Ninth Circuit Court of Appeals.
Mr. Silva received his J.D. from Boalt Hall School of Law at the University of California, Berkeley, where he was a member of the California Law Review. He earned his undergraduate degree from the University of California, Irvine, in the School of Social Ecology, concentrating in the areas of criminal justice, criminology, and legal studies.
Mr. Silva is a member of the California State Bar.
