Robert Roth is a deputy legislative counsel. He joined the office in 2008.

Mr. Roth is assigned to the Legislative Services Branch. This branch is responsible for advising the Members and legislative staff on legislature procedure, appropriations and the state budget, the Political Reform Act of 1974, election law, litigation, personnel issues, and other legislative matters, and for drafting contracts and leases.

Previously, he worked in the areas of housing and community development, local government, and state government.

Prior to joining the office, Mr. Roth interned with the California Attorney General’s Office in the Public Rights Division and with the private law firm, Olson, Hagel and Fishburn, LLP.

Mr. Roth received his J.D. from the University of the Pacific, McGeorge School of Law. He earned a B.A. degree in Political Science from the University of California, Davis.

Mr. Roth is a member of the California State Bar.
