Robert Pratt, who joined the office in 2000, manages the Legislative Services Branch. This branch is responsible for advising the Members and legislative staff on legislative procedure, appropriations and the state budget, the Political Reform Act of 1974, election law, litigation, personnel issues, and other legislative matters, and for drafting contracts and leases.

During Mr. Pratt's tenure with the office, he has handled several litigation matters, including successful opposition to petitions challenging ballot arguments and analysis. He has also represented the Legislature in court proceedings regarding subpoenas of Members and legislative records.

Prior to joining the office, Mr. Pratt was a litigation partner in the firm of O'Brien, Watters & Davis in Santa Rosa, California. During his tenure with that firm, Mr. Pratt handled numerous jury and court trials. He also served as an arbitrator for the Sonoma County Superior Court.

Mr. Pratt received his J.D. from the University of California, Davis, King Hall School of Law. He received his undergraduate degree with the University of California, Irvine.

Mr. Pratt is a member of the California State Bar.
