Michael J. Kerins is a deputy legislative counsel. He joined the office in 2006.

Mr. Kerins is assigned to a branch in the office that handles laws relating to alcoholic beverage control, business, civil law, financial institutions, healing arts, housing and community development, land use, local government, private employment, professions and vocations, public contracts, public employment, retirement, state government, taxation and unemployment insurance.

Prior to joining the office, during 2005 Mr. Kerins was a litigation associate with Cooper, White & Cooper, LLP in Walnut Creek. He also worked as a litigation partner and was of counsel at Senn Meulemans, LLP in San Francisco from 1996–2005 and as a litigation associate with Johns & Helmueller in San Rafael from 1991–1996.

Mr. Kerins received his J.D. from the University of California, Hastings College of the Law. He earned his undergraduate degree in History from Weber State College where he graduated cum laude. Mr. Kerins also attended U.S. Navy Flight School and was awarded his wings in 1982.

Mr. Kerins is a member of the California State Bar.
