Russell Holder is a deputy legislative counsel. He joined the office in 1999.
Mr. Holder is assigned to a branch in the office that handles laws relating to alcoholic beverage control, business, civil law, financial institutions, healing arts, housing and community development, land use, local government, private employment, professions and vocations, public contracts, public employment, retirement, state government, taxation and unemployment insurance.
He previously worked in the areas of civil law, real property law, retirement law, and state government.
Mr. Holder received his J.D. from the University of California, Davis, King Hall School of Law, where he also published an article on statutory interpretation for the UC Davis Law Review. He has a graduate degree from the University of California, Davis, where he taught English and won an Academy of American Poets prize. He received his undergraduate degree from Lewis and Clark College.
Mr. Holder is a member of the California State Bar.
