Jessica Kenny is a Deputy Legislative Counsel. She joined the office in 2018.

Ms. Kenny is assigned to a branch of the office that handles laws relating to courts, criminal law, estates and trusts, family law, gaming, health and care facilities, health care service plans, health insurance, juveniles, Medi-Cal, military and veterans, prevailing wages, public health, public social services, vehicles, and workers' compensation.

Prior to joining the office, Ms. Kenny worked as a litigation associate and a labor and employment associate in private practice. She also interned at various public offices, including California Attorney General's Office, Santa Clara County Counsel's Office, and California Supreme Court.

Ms. Kenny received her J.D. from the University of California, Berkeley, School of Law, where she worked at the East Bay Community Law Center and served as an editor for the California Law Review. She earned her undergraduate degree in English from Occidental College and a Master's degree in English from the University of California, Santa Barbara.

Ms. Kenny is a member of the California State Bar.
