Jacob Heninger is a deputy legislative counsel. He joined the office in 2008.

Mr. Heninger is assigned to a branch of the office that handles laws relating to courts, criminal law, estates and trusts, family law, gaming, health and care facilities, health care service plans, health insurance, insurance, juveniles, Medi-Cal, military and veterans, prevailing wage, public health, public social services, vehicles, and workers’ compensation.

He previously worked in the area of postsecondary education.

Prior to joining the office, Mr. Heninger was an associate at Neasham & Kramer LLP practicing general civil litigation. He also was a judicial extern for the U.S. District Court for the Eastern District, Chambers of Lawrence K. Karlton, and an intern for the Yolo County District Attorney.

Mr. Heninger received his J.D. from the University of the Pacific, McGeorge School of Law and is a member of the McGeorge Chapter of the Order of the Coif and the Traynor Honor Society. He earned an undergraduate degree in Business Management from the University of Lethbridge in Lethbridge, Alberta, Canada.

Mr. Heninger is a member of the California State Bar.
