Jessica Gosney is a Deputy Legislative Counsel. She joined the office in 2017.

Ms. Gosney is assigned to a branch of the office that handles laws relating to alcoholic beverage control, business, civil law, financial institutions, healing arts, housing and community development, land use, local government, private employment, professions and vocations, public contracts, public employment, retirement, state government, taxation and unemployment insurance.

Prior to joining the office, Ms. Gosney worked as a legislative intern in the California State Assembly and as a graduate student assistant for the Office of the Legislative Counsel. Ms. Gosney also has four years of experience in political campaigning and nonprofit advocacy.

Ms. Gosney received her J.D. from the University of the Pacific, McGeorge School of Law, where she graduated valedictorian and was Editor-in-Chief of The University of the Pacific Law Review. She earned her undergraduate degree in Environmental Science and Policy from the University of California, Davis.

Ms. Gosney is a member of the California State Bar.
