Robert Binning is a Deputy Legislative Counsel.  He joined the office in 2015.

Mr. Binning is assigned to a branch of the office that handles laws relating to air resources, elementary and secondary education, fish and wildlife, food and agriculture, harbors and navigation, hazardous materials, postsecondary education, public resources, public utilities, solid waste, streets and highways, transportation, and water.  

Prior to joining the office, Mr. Binning worked as a research assistant for California Polytechnic State University, San Luis Obispo, a teaching assistant for California State University, Sacramento, a law clerk for California’s Fair Political Practices Commission, enforcement division, and a graduate legal assistant for the Office of Legislative Counsel.

Mr. Binning received his J.D. from the University of the Pacific, McGeorge School of Law, where he graduated with great distinction. He earned a Master of Arts degree in government from California State University, Sacramento. He earned his undergraduate degree in political science from California Polytechnic State University, San Luis Obispo, and graduated magna cum laude.

Mr. Binning is a member of the California State Bar.
