Jeanette Barnard is a deputy legislative counsel. She joined the office in 2014.
Ms. Barnard is assigned to a branch of the office that handles laws relating to air resources, elementary and secondary education, fish and wildlife, food and agriculture, harbors and navigation, hazardous materials, postsecondary education, public resources, public safety, public utilities, solid waste, streets and highways, transportation, and water. Her practice is focused primarily on solid waste, hazardous materials, water, and elementary and secondary education.
Prior to joining the office, Ms. Barnard worked as a legal intern for the San Francisco Superior Court, the San Francisco City Attorney’s office, the San Francisco Board of Supervisors, the California State Assembly sponsored by the UC Hastings Legislation Clinic, and the Office of Legislative Counsel.
Ms. Barnard received her J.D. from the University of California, Hastings College of the Law with a concentration in government law. While at UC Hastings, she received the Outstanding Achievement in Pro Bono Award and was a lead editor of the Hastings Women’s Law Journal. She earned her undergraduate degree from the University of California, Santa Barbara, majoring in English and philosophy.
Ms. Barnard is a member of the California State Bar.
