Thomas Dombrowski is a deputy legislative counsel. He joined the office in 2014.
Mr. Dombrowski is assigned to a branch of the office that handles laws relating to courts, criminal law, estates and trusts, family law, gaming, health and care facilities, health care service plans, health insurance, insurance, juveniles, Medi-Cal, military and veterans, prevailing wage, public health, public social services, vehicles, and workers’ compensation.
Prior to joining the office, Mr. Dombrowski worked as a law clerk for Olson, Hagel, Fishburn, LLP, as a legal intern for Knox, Lemmon, Anapolsky & Schrimp, and as a research assistant for Professor Elmendorf.
Mr. Dombrowski received his J.D. from the University of California, Davis, where he received Witkin awards for academic excellence in Law of the Political Process and Corporate Tax. He earned his undergraduate degrees in Philosophy and Political Science from the University of California, Davis.
Mr. Dombrowski is a member of the California State Bar.
