Rebecca M. Bitzer is a deputy legislative counsel. She joined the office in 2013.

Ms. Bitzer is assigned to a branch of the office that handles laws relating to courts, criminal law, estates and trusts, family law, gaming, health and care facilities, health care service plans, health insurance, insurance, juveniles, Medi-Cal, military and veterans, prevailing wage, public health, public social services, vehicles, and workers’ compensation.

Ms. Bitzer received her J.D. from the University of the Pacific, McGeorge School of Law with distinction.  She earned her undergraduate degree from San Francisco State University, with a B.A. in Political Science, magna cum laude.  While attending McGeorge School of Law, she was the Associate Articles Editor for the McGeorge Global Business and Development Law Journal.

Prior to joining the office, Ms. Bitzer was a legal intern with the Assembly Judiciary Committee, and the Office of Legislative Counsel during the summer of 2012.  She also was a law clerk for the City of Sacramento, Office of the City Attorney.

Ms. Bitzer is a member of the California State Bar, the Order of the Coif, and Traynor Honor Society.
