Rebecca M. Bitzer

Rebecca M. Bitzer is a Deputy Legislative Counsel. She joined the office in 2013.

Ms. Bitzer is assigned to the Opinion Branch, which develops and presents, either in written or oral form, the formal legal opinions of the Office of Legislative Counsel.

Ms. Bitzer received her J.D. from the University of the Pacific, McGeorge School of Law with distinction. She earned her undergraduate degree from San Francisco State University, with a B.A. in political science, magna cum laude. While attending McGeorge School of Law, she was the Associate Articles Editor for the McGeorge Global Business and Development Law Journal.

Prior to joining the office, Ms. Bitzer was a legal intern with the Assembly Judiciary Committee and the Office of Legislative Counsel. She also was a law clerk for the City of Sacramento, Office of the City Attorney.

Ms. Bitzer is a member of the California State Bar, the Order of the Coif, and Traynor Honor Society.
