Josh Tosney is a deputy legislative counsel. He joined the office in 2011.

Mr. Tosney is assigned to the Legislative Services Branch. This branch is responsible for advising the Members and legislative staff on legislature procedure, appropriations and the state budget, the Political Reform Act of 1974, election law, litigation, personnel issues, and other legislative matters, and for drafting contracts and leases.

Prior to joining the office, Mr. Tosney worked as an extern for the California State Water Resources Control Board, as a summer associate for Brownstein Hyatt Farber Schreck LLP, and as an intern for the Center on Race, Poverty and the Environment. He also served in the Peace Corps in China.

Mr. Tosney received his J.D. from the Boston University School of Law. He earned his undergraduate degree in Philosophy and English from the University of California, Santa Barbara, and his master’s degree in Education from California State University, Sacramento.

Mr. Tosney is a member of the California State Bar.
