Lisa Goldkuhl, who joined the office in 2000, is a supervisor in the Opinion Branch. This branch develops and presents, either in written or oral form, the formal legal opinions of the Office of Legislative Counsel.

Prior to joining the office, Lisa was a Deputy Attorney General for the California Department of Justice practicing in the area of prisoner rights. In that capacity, she represented state employees in federal and state litigation, and represented the California Department of Corrections and Rehabilitation in state court on petitions for habeas corpus.

Lisa received her J.D. from the University of the Pacific, McGeorge School of Law, where she was elected Order of the Coif and was a staff writer and editor for the Transnational Lawyer. She received her undergraduate degree from the University of California, Davis, and has a certification in Professional Screenwriting from the University of California, Los Angeles.

Lisa is a member of the California State Bar.
