William Chan is a deputy legislative counsel. He joined the office in 2005.
Mr. Chan is assigned to a branch of the office that handles laws relating to air resources, elementary and secondary education, fish and wildlife, food and agriculture, harbors and navigation, hazardous materials, postsecondary education, public resources, public safety, public utilities, solid waste, streets and highways, transportation, and water. He practices primarily in the areas of air resources, public resources, and public utilities.
Prior to joining the office, Mr. Chan worked as a legal research attorney for the Superior Court of San Francisco, as a deputy city attorney for the City and County of San Francisco, and as an associate/contract attorney for the law firm of Cotchett, Pitre & McCarthy.
Mr. Chan received his J.D. from the University of California, Berkeley, Boalt Hall. He earned a Ph.D. in Chemical Engineering from the Rensselaer Polytechnic Institute and his undergraduate degree in Biomedical Engineering from the Rensselaer Polytechnic Institute.
Mr. Chan is a member of the California State Bar.
